Permits go through the Douglas County Building Division, and separately the Highlands Ranch Community Association reviews exterior improvements against community design standards. Douglas County soils swell when they take on water and shrink as they dry, and that movement pushes undersized footings out of level over a few seasons. We set footings below frost line and size them for the actual load and soil conditions rather than the code minimum. It's the single biggest reason a deck stays level here instead of developing a slope after a few winters.
